How to best answer a question on the Ethereum StackExchange?

I’m a developer and, unfortunately, a very inexperienced user of the Ethereum StackExchange.
I would like to ask a question about Solidity, but it seems it’s not allowed on StackExchange.
Given that Ethereum is a platform, it would be really great if this website were used for questions about Ethereum development in general, and Solidity specifically.
Here are a few examples of how I would like to see a generic question asked on the Ethereum StackExchange:

“How can I make an account that is owned by the contract”?
“How can I generate an address for a given public key”?
