No GPU device available in tensorflow using GTX 1080 Ti

I am having a problem in tensorflow(tensorflow==1.8) when i am trying to use GPU.
This is my configurations
CUDA version: 8.0
Tensorflow Version: 1.8
Operating system: Ubuntu 16.04.3 LTS

I have installed the dependencies using the following commands.

A total of 60 Sprague-Dawley (SD) rats were randomly divided into a sham group (n = 20), a model group (n = 20), and a MSCs group (n = 20). The sepsis model was established by using cecal ligation and puncture (CLP) in the sham group and the model group. After 2 h of surgery, the rats in the MSCs group received the administration of 0.5×10(6)/mL MSCs into the femoral cavity through trans-femoral injection, while the rats in the sham group and the model group were given 0.5 mL physiological saline. Blood samples were taken from the abdominal aorta at 24 h after the surgery to detect the levels of lactic acid dehydrogenase (LDH) in the plasma and the levels of tumor necrosis factor (TNF-α) in the serum by using ELISA. On day 14 after the surgery, the hind limbs of the rats were amputated at the mid-femur level, and then the bone marrow was harvested from the femoral cavity of the rats to observe bone marrow damage. The levels of LDH in the plasma and the levels of TNF-α in the serum were significantly increased in the model group compared with the sham group, while the levels of LDH in the plasma and the levels of TNF-α in the serum were significantly decreased in the MSCs group compared with the model group. Bone marrow damage was more severe in the model group than in the sham group. The administration of MSCs can significantly attenuate sepsis-induced bone marrow damage. M
