Early this year, a bill in the Iowa House effectively killed off a program that had provided low-interest loans for rural residents to buy solar panels, and the proposed 2018 budget proposal from the state’s Department of Economic Development would bar such loans as well.

The reasons for the demise of the program are somewhat murky, but activists say it’s at least partly related to suspicion and opposition from big corporations with the resources to push back — and partly related to a bill that’s already being mulled in the state legislature.

The Next Thirty Years

Developed in 2010, the Iowa Renewable Loan Program was a small-scale pilot program funded by the government and managed by a private nonprofit. The program allowed businesses to get low-interest loans to purchase solar panels for nonprofits and small businesses — nearly 300 nonprofit and business clients participated in this pilot.

The Iowa Solar Loan, as it was known, was moderately successful. Participants installed 464 kilowatts of solar panels in the time it was running, according to a recent report from the Solar Energy Industries Association (SEIA). It also helped the sector attract younger applicants, most of whom come from nontraditional industries.

The loan program did not accomplish what it set out to, however. During the three-year program, which was funded through the 2013 session of the Iowa legislature and ended in 2015, the average loan size was less than $10,000. Only one of the 255 community solar projects, a 20-kilowatt system at the Heart of Iowa Cooperative in Clinton, took place in a rural area.

In general, the loans that were approved were too small to play a meaningful role in the growth of the solar industry in the state, SEIA’s report found, and the program did not support a company to grow and become the backbone of the industry. That kind of role is now being taken by Deep River’s energy cooperative.

However, the Iowa Solar Loan did allow rural Iowans to take advantage of the larger, cheaper loans available in the greater metropolitan area.

Everyone knows the saying, “Out of sight, out of mind.” It also applies to notable people in this world: do you know who owns a house in the state capital? Well, I did. Last year, I received a call to report to a residence in the city of Harrisburg, PA. It was a strange invitation, but I was excited to go to the Statehouse. On my way to the designated address, I passed a sign that said “William Penn.” “Who’s that?” I wondered, “I don’t know.”

After making my way to the house, I was surprised by its size and appearance. Penn’s house was huge, and seemed to be well-maintained. However, I was surprised to learn that Penn, the Quaker, was also the founder of my home state of Pennsylvania. In fact, it seemed that William Penn was remembered well in this building.

After hearing my supervisor tell me to wait in the hall, I walked up a few flights of stairs until I came to a room that was full of paintings of famous historical figures.
