What you have there is not really a pipe in the sense of a process pipeline.
Here’s what you do:

On the first side of the pipe, you output all the arguments of the command you want to paste to the clipboard. In the example below the command is cat.
Now you run your other command. As output it generates some text, which you actually put in the clipboard (if the word copy exists in the clipboard contents).

This is of course just a very simple example. In practice you may want to save a text file to the clipboard and then run another command to get the value of it. You could also use something else than cat, if you need a more complex command.
As for the error you get, for a start, it is not at all saying you have to put the cat command on the clipboard before you run it, but that you actually need to put the text generated by cat into the clipboard.
You can do it by passing it through a shell command like echo, or by using the Windows API functions: SendMessage (or SendInput) or PostMessage (or WM_COPY).

The script is written to only copy the output lines of non-empty strings, not the output lines of non-empty words. That’s to prevent a lot of confusion…
There is also a command-line switch (available with -?’) that shows the current buffer size. This switch takes the format ‘-bsz size’ for the size of the buffer.
For a script to be properly executed a line in the script says ‘./clipboard_pipe_tool | clip -q’ to get a copy of the output of the script. It will be a single line. This one line will then be copied to the clip board. The pipe command takes care of deleting the clip-buffer after it has been copied to it.
If one would want to copy the output of the command into more than one line, the script must be correctly rewritten.
Now, because the same format (the pipe command) can be used as input to the script and as output from the script, the script will automatically set the clipboard size to 64 kilobytes when it starts. If the script is run with ‘-b’ the clip buffer will be set to the size given by the switch.
If one wants to change the clip buffer size, one must change the input script to:
export -i CLIPBPSIZE=20
This makes the buffer size be 20 kilobytes instead of 64.
If you don’t want the script to automatically set the clip buffer size, you can set the buffer size to something else
