For more than 20 years, software developer David Einhorn has held the same view on the performance of the U.S. stock market.

On that basis, he made a wager with the world’s largest hedge fund, the billionaire-backed fund called Greenlight Capital. They bet on the market going down. And they won. For Greenlight’s investors, this means a guaranteed return of 30 percent annually for 10 years. The trade lost money for the limited partners of the fund but overall made money.

Now, Mr. Einhorn wants to take the same type of bet on the entire economy in a 401(k) retirement account.

He is proposing that the federal government guarantee up to $20,000 from each taxpayer, in return for a steady stream of interest payments. He is calling the plan his Social Security 2.0, referring to the self-described socialist senator who was a mainstream Republican before trying to run for president as a Democrat.

Mr. Einhorn, who is 45, knows that his plans, which he outlined in a best-selling book, “I am David Einhorn,” will be called socialist by some. He plans to have a forum in Washington, D.C., in mid-May to discuss how to pay for the plan. He says that he is not advocating a government takeover of the economy. “We do not want to own the banks,” he says.

Einhorn Saves Longevity Risk

Mr. Einhorn says that the Social Security plan would go a long way toward helping the American retirement system. Because he proposes to use the future output of the U.S. economy to finance the plan, he says that the risks of outliving one’s money are limited. “I cannot think of any risk,” he says.

When Mr. Einhorn first pitched his idea, a few years ago, he met resistance. He says he was surprised to learn the Social Security system is saving far less than projected. And he was surprised to learn that people in their 50s are living longer than people in their 20s, 30s and 40s.
