TL;DR: Put that directory in your user directory instead of your system directory (in Windows).
I had this error before. And the answer was really simple: You need to place your directory in your user’s directory, not in your system’s directory. If you do this, it should work just fine.

(AP) – A virologist who in 1977 developed the first vaccine to protect against genital warts linked to an infection known as the human papillomavirus (HPV) died in California. He was 67.
Martin Orkin died July 8 at his home in Berkeley. No autopsy or toxicology tests were done.
Orkin, who helped pioneer the concept of a vaccine to fight the human papillomavirus, also researched the use of synthetic chemicals in agriculture and co-founded the Organic Consumers Association.
The U.S. Food and Drug Administration approved the first HPV vaccine in 2006. It prevents genital warts and certain cancers linked to HPV infection.
